Mount Olive Township Tax Collection
The Department of Finance and Budget Operations is overseen by the Director of Finance/Chief Financial Officer (CFO) and provides for the coordination of all the Township's fiscal operations. It controls budget expenditures, administers the Township's debt and cash management programs, prepares year-end financial statements and makes recommendations to the Township's Mayor, Council and Administrator with regard to financial policy.
The Township's excellent financial management practices and fiscal responsibility are reflected in its “AA3” bond rating from Moody's. In addition since 2000 the Township has consistently received excellent audit reports from an independent auditing agency.
The Department of Finance and Budget Operations has three main divisions: Finance Division, Collection Division and Assessment Division.
Division of Finance
Within the Division of Finance the following responsibilities lie:

- Accounts Payable
- Accounts Receivable
- Cash Management and Investment
- Grant Coordination
- Budgeting
- Fiscal Reporting
The Finance Division works closely with Administration, other municipal departments, organizations and outside entities to prepare the annual budget and provide expenditure oversight. It is the most recognizable function of the department.
Division of Assessments
The Division of Assessments is headed by the Tax Assessor who is responsible for determining the fair market value of every parcel of real property in the Township and maintaining appropriate assessment records for each.
Division of Collections
This division works closely with the Tax Assessor and is headed by the Tax Collector. The Tax Collector prepares bills, maintains an accounting of all tax, water, sewer and assessment collections and enforces the collection of delinquent charges through foreclosure of municipal tax liens and municipal tax sales.

For your convenience, there is a drop box in the parking
lot near the senior building. Payments left in the drop box are picked up daily at 8:30 am.
General Tax Information
In New Jersey, the local municipality is the conduit for billing and collecting taxes due for school and county taxes. Only the Local Municipal Purpose tax shown on your tax bill is kept by the township for operational expenses.
Tax Bills: Tax bills are mailed annually around July once the County establishes the tax rate. The Tax bills reflect the amounts due for 3rd Quarter (August), and 4th Quarter (November),of the current year, and the preliminary billing for the next year, 1st Quarter (February), and 2nd Quarter (May).

Due Dates: Taxes are due February 1st, May 1st, August 1st and November 1st. There is a 10 day grace period, but payment must be received in the Tax Collector’s office by the 10th day or interest will accrue back to the 1st. Postmarked payments are not accepted.
Interest: Interest will be charged at the rate of 8% on the first $1,500.00 of delinquency, and 18% on any amount of delinquency over $1,500.00 until such time as taxes are paid current. Payment is applied first to all delinquent interest and then to the oldest principal balance. The rate of interest for water and sewer is 18%.
Year-End Penalty: There is a 6% year-end penalty applied to year-end delinquencies in excess of $10,000. This amount includes taxes, interest and all other municipal charges to the end of the fiscal year.
Deductions Available: Veterans (Qualified Veterans of the United States)
Senior Citizen and Disabled Persons Deductions (Age 65 for seniors to qualify, no age requirement for disabled persons). The deduction amount is $250.00. Please contact the Tax Assessor’s office for forms and eligibility requirements.
Receipts: If you would like your tax bill receipted when mailing a payment, you must include a self-addressed stamped envelope in order for us to mail it back to you.
Mortgages: Mount Olive Township will mail an original Tax Bill to your mortgage company, with advice copy to the owner, as long as the mortgage company has provided the Tax Office with their NJ Bank Code in writing. If we do not have the proper form with bank code from your mortgage company, then the tax bill will be mailed to the home owner and it will be their responsibility to forward the tax bill to the mortgage company.
Change of Mailing Address: Please send “change of mailing address” information in writing to the Tax Assessor’s Office.
Notice to Sellers and New Owners: Tax Bills should be transferred to new homeowners at closing. If you have not received your bill, please contact the Tax Collector’s Office.
Failure to receive a tax bill does not relieve the owner from paying property taxes or delinquent interest on late payments... Per NJSA 54:4-64.

How are my taxes calculated?
The tax calculation is developed by multiplying your assessed value by the current tax rate.
Who determines the tax rate and how?
The tax rate is developed by the Morris County Tax Board based upon the budgets of the schools, county, and municipality.
Who determines my assessed value?
Assessed value is determined by the Tax Assessor.
Do we have a grace period and how much time do we have?
The grace period is ten days, any payments received after the 10th of the month due will accrue interest from the first of the month.
Do you accept the postmark date?
State Statutes do not allow us to accept postmarks.
What is an added assessment tax bill?
Added assessment tax bills are for new construction or improvements to an existing structure that are sent out once a year in October and are to be paid in addition to your regular November tax bill.
My taxes are paid by my mortgage company. Why do I get a tax bill each year?
This is your information copy. Although the mortgage company is authorized to pay your taxes, ultimately you are responsible for the prompt and correct payment. Failure to pay proper amounts on time will lead to interest and penalties on your account. It is also a statement of your yearly taxes.

Sewer bills are mailed annually. Please remember to pay your quarterly installments.

Assessment payments
Assessment payments are due on an annual basis. The
due date for assessment payments is 12/1 each year. Quarterly sewer assessment reminders are mailed during the year.
Partial payments are accepted on the assessments providing
they cover the interest due at the time of payment.
Your reminder cards will show interest due as of 12/1
and
reflect any partial payments made throughout the year.
When the installment amount due shows a zero balance,
this indicates that your installment for that year
has been satisfied. However, you can continue to make
partial
payments toward your next installment, again, providing
they cover the interest due at the time of payment.
